Aims of the project:

  • Review Procurement for Circular Economy approaches and best practice across Europe
  • Determine how best to change organisational culture and behaviours. Including working with partners to develop and deliver Circular Economy training
  • Influence the development of the new One Planet Cardiff Strategy the Council’s response to declaring a Climate Emergency
  • Influence the development of national Procurement Guidance for Wales
  • Embed a circular economy approach into the Council’s new Procurement Strategy and Socially Responsible Procurement Policy
  • Develop a range of circular economy procurement projects in Cardiff across Social, Environment and Corporate spend categories


  • Embed a Circular Economy approach into the Council’s procurement processes
  • Change organisational behaviours
  • Encourage key City partners to adopt a similar approach


In 2019 the council passed a Climate Emergency motion, in early 2020 the One Planet Strategy was launched. This strategy brings together circular economy projects across the city and is looking to bring greater coherence and impetus to this agenda.

Many projects currently support the circular economy across Cardiff. This initiative, focusing on procurement aims to accelerate and support these and further projects. Current Circular Economy Projects in the city include:

  • New Waste Strategy in development
  • Hydroponic and Plug & Harvest Pilots
  • Electric vehicle infrastructure being established
  • 10 MW Solar Farm tender let.
  • Heat Network plans in development
  • Food Strategy launched November 2019
  • Cycling Super Highway in development
  • Construction – UK Steel Charter, BREEAM excellence standard
  • Divesting Council pensions from Fossil Fuels
  • Reused furniture, carpet tiles on projects

What Stage is the Project Currently at?

  • Scoping and information gathering stage. Working with WRAP (Waste and Resources Action Programme) to:
    • Undertake spend analytics to identify high risk areas
    • Develop a range of sourcing strategies
    • Develop training options and
    • Scope out a construction related pilot project
